Abstract

O presente artigo tem por objetivo a apresentação de uma visão geral dos principais conceitos com relação ao orçamento público. Neste contexto, a partir da explanação dos princípios orçamentários, tipos de orçamento e funções do orçamento, além de uma análise detalhada dos principais instrumentos pertinentes ao sistema de alocação de recursos públicos que constam na Constituição Federal e na Lei de Responsabilidade Fiscal (Plano Plurianual, Lei de Diretrizes Orçamentárias e Lei Orçamentária Anual) foi possível explicitar neste documento a grande importância do planejamento governamental para a elaboração de uma proposta orçamentária anual coerente com as reais necessidades de ações que o Governo pretende executar durante um exercício.
