Abstract

O presente texto é uma análise construída com base em argumentos de autores clássicos e contemporâneos, no âmbito das ciências sociais, que abordam ou estabelecem relações teóricas com o assunto das políticas públicas, em especial sobre o fenômeno considerado motor dessas relações políticas: os conflitos. O objetivo desta análise é mostrar que a partir do conflito, enquanto fenômeno público, é possível identificar as necessidades que ocorrem na arena das políticas públicas, o que nos autoriza entender o conflito como indicador de necessidades ou, melhor dizendo, o “indicador de políticas públicas†.
