Derechos Humanos, Participaciã“N Y Reforma Energã‰Tica En Mã‰Xico

Abstract

En un Estado de derecho sustentado en los derechos humanos, las reglas de convivencia deben garantizar a todos, sin excepción, su respeto. Dichas reglas tienen que orientarse no sólo a los gobernados sino también, y principalmente, a los gobernantes con la finalidad de que, el Estado se constituya en el instrumento que haga posible la realización de los derechos humanos a través de la acción de sus diversos órganos. Su objetivo central tendría que abocarse materialmente a su protección y promoción, acciones que durante el proceso de aprobación de la reforma energética en México han quedado gravemente cuestionados, dando dado lugar, nuevamente, a la irrupción en espacio público de la organización social frente a la imposibilidad de hacer realidad la participación ciudadana.
