Abstract

El presente ensayo presentamos enfoques interesantes desde la perspectiva del Derecho Constitucional ecuatoriano y de la Historia del Ecuador, los cuales han sido aprovechados en lo procedente. Además de un vistazo de conjunto se han desarrollado apartados con el desarrollo de los temas más importantes de la Administración Pública ecuatoriana a la luz de la doctrina contemporánea. La Ley es necesaria y se justifica como instrumento de control pero las críticas se orientan a lograr una ley equilibrada, justa y conveniente, en protección de quienes formamos la sociedad sin vulneran a nadie.
