Las Intenciones De La Propuesta Peñista De Reforma Energética

Abstract

el presidente Enrique Peña Nieto ha presentado su propuesta de reforma energética, entendida como la modificación del Artículo 27 constitucional para permitir la participación del sector privado en las industrias petrolera y eléctrica (PEMEX y CFE). Según el discurso oficial, la reforma energética arrojaría diez potenciales beneficios; entre ellos, mayor crecimiento económico, generación de empleos, disminución de tarifas eléctricas y reducción de precios de gas, gasolinas y diesel. ¿Qué significa lo anterior? ¿Quiere decir que la participación del capital privado hará más eficientes a PEMEX y a la CFE? Pensar que la participación del capital privado en ambas industrias las hará más eficientes, ¿no significa decir que el gobierno peñista se ciñe al discurso y políticas macroeconómicas neoliberales que ensalzan las virtudes de lo privado (identificadas con el mercado) y satanizan por el contrario al Estado como promotor y rector del desarrollo económico? ¿Por qué tanta necedad del gobierno peñista por permitir la participación del capital privado en ambas industrias cuando bien el Estado mexicano puede invertir en investigación y desarrollo científico y tecnológico que permita al país generar su propia electricidad y explotar su petróleo para conseguir un desarrollo autónomo, soberano y sostenido?
