Abstract

América Latina es la región más desigual del mundo. Existen razones que determinan que altos niveles de desigualdad constituyan un obstáculo para el desarrollo humano integral. La desigualdad es una realidad incuestionable para cualquier ciudadano, hay diversos factores que explican el logro económico y social heterogéneo, se recalcan las condiciones iniciales de cada hogar (características socioeconómicas de la unidad doméstica en que nace un individuo), el esfuerzo individual, los contextos social e institucional, factores históricos y la acción pública. Sin embargo, también intervienen otros elementos igualmente importantes, como los aspectos aleatorios, es decir, aquellos eventos que están fuera del control de las personas, como desastres naturales o acontecimientos positivos inesperados.
