La Importancia Del Diagnóstico En Las Políticas Públicas

Abstract

Es de de vital importancia considerar para el diseño de las políticas públicas (generalmente en los programas sociales) la elaboración de un diagnóstico, que permita identificar verdaderamente el problema que se quiere atenuar, pues en la mayoría de los casos los programas no identifican de forma clara el problema o necesidad que pretenden atender y esto se debe precisamente a que los diseñadores de políticas públicas no lo contemplan. Este trabajo retoma la metodología propuesta por Cohen y Martínez para identificar y atender un problema social, a partir de la construcción de un árbol de problemas, resultado de varios elementos que se deben considerar durante el desarrollo del diagnóstico. Antes de esto, exploraremos los aspectos más elementales de la política pública.
