Retos De La Agenda Local 21 En Europa

Abstract

Hace aproximadamente veinte años la globalización y los problemas de sobreproducción despertaron las conciencias de los responsables políticos a escala mundial, que decidieron prestarle atención a lo que tenían más cerca y que también más habían descuidado: el crecimiento y el desarrollo medioambiental sostenible de los contextos locales. Desde la Conferencia de las Naciones Unidas para el Medio Ambiente y el Desarrollo - Cumbre de la Tierra - celebrada en Río de Janeiro en 1992 muchos países y muchos municipios se han sumado al proyecto de la Agenda 21, inicialmente bajo el lema “piensa globalmente y actúa localmente”. Parecería como si se quisiera rescatar la realidad local. Los años han pasado y la crisis actual y los propios resultados de las experiencias vinculadas a la Agenda 21 hacen necesario un replanteamiento de los problemas encontrados, para seguir avanzando. Este artículo tiene por objeto presentar el desarrollo de la Agenda 21 hasta la actualidad, haciendo especial referencia a Europa, España y Canarias, y plantear los aspectos esenciales sobre los que se debería incidir para mejorar. Algunas de estas sugerencias fueron expuestas y debatidas en el Foro Agenda 21 del Séptimo Congreso Internacional sobre Desarrollo Local en un Mundo Global, organizado por EUMED.NET los días 3 al 22 de diciembre de 2010.
