Abstract

¿Qué es un problema? Desde la teoría de proyectos, un problema es una situación negativa que genera incomodidades a una población determinada, en un tiempo concreto y en un lugar específico. También se dice, que es la afectación negativa, que recibe una comunidad determinada, en un sitio, y tiempo determinados o simplemente algo que funciona mal y que necesita arreglarse.
