Abstract

La emergencia de nuevas tipologías de amenazas y los cambios ambientales cada vez mas tangibles, han hecho que las sociedades en general, se vean obligadas a reconsiderar las acciones sociales, económicas y políticas tradicionalmente desarrolladas frente a la consideración que se tenía respecto a los recursos naturales. En las últimas décadas, a raíz de cambios en el ambiente, las directrices de países desarrollados y en vías de desarrollo, han re-orientado el accionar político estratégico a diferentes niveles (institucional y/o local) para hacer frente a nuevos hechos sociales, antes no considerados o experimentados. Esto ha obligado ciertos cambios en distintos campos del quehacer internacional, sobre todo en materia de seguridad. Hoy en día, a raíz de procesos acumulativos, en la agenda ya se hace necesario considerar el ámbito ambiental, como elemento clave para el éxito de estrategias de desarrollo en donde la relación ser humano-naturaleza, no es posible obviar.
