Da Administração Pública Gerencial Ao Orçamento Participativo Digital – Buscando A Participação Popular

Abstract

O objetivo deste artigo é debater os Orçamentos participativos, mais especificamente o OP digital, demonstrando sua importância e eficiência na participação popular direta. Examinamos os antecedentes da administração pública gerencial, que se constituiu no Brasil durante os anos 1990, e o contexto do movimento internacional de reforma do aparelho do Estado, que teve início na Europa e nos Estados Unidos duas décadas antes. A partir disso discorre-se sobre a administração pública societal, e um de seus instrumento básicos: os orçamentos participativos (OP's), principalmente o OP digital. Por fim, comparamos de forma sucinta os modelos presencial e digital. O trabalho se encerra com uma conclusão e algumas sugestões de continuidade.
