Abstract

Son muchas las obras que se han escrito sobre el objeto de estudio que lleva el título de este artículo. Sin embargo, a veces, estas mismas obras son muy teóricas y poco cercanas al Ciudadano. Es la propia Ley quien pone en sus manos el instrumento para defenderse del poder exorbitante que, tradicionalmente, ha tenido la Administración y que arrastra desde antaño.
