Abstract

Existen carencias estructurales para generar conocimiento, ciencia, tecnología, investigación y desarrollo en los llamados “países periféricos” (mal llamados países del tercer mundo), se pueden señalar como ejemplos de esos obstáculos: la ausencia de cuadros de investigadores vinculados con la solución de problemas industriales directos, la carencia de productos científicos, el desconocimiento de problemáticas específicas de su competencia que afectan a la sociedad, la ausencia de discusión y reflexión de las condiciones sociales y de su contexto, el desconocimiento de las implicaciones que subyacen en los problemas y en el trabajo científico en la situación compleja de las organizaciones del país en el contexto dinámico del sistema mundial y las regiones.
