Abstract

En la sociedad del conocimiento y de la información, el ciudadano no puede ser un mero espectador de las acciones públicas, debe asumir un papel más relevante en la toma de decisiones. Frente a esta realidad, las instancias de gobierno, están desarrollando iniciativas que les permitan promover la participación ciudadana en el diseño y ejecución de las políticas públicas. El Ayuntamiento de Madrid inició en el año 2003 la construcción de un modelo de participación encaminado a fomentar la incorporación de los ciudadanos en la toma de decisiones sobre la inversión pública municipal. Se trata de la puesta en marcha de los presupuestos participativos, a través de los llamados Planes Especiales de Inversión. Iniciativa que hace de la ciudad, un centro de innovación en esta materia
