Abstract

El siglo XXI se ha caracterizado por estar impregnado de nuevas invenciones tecnológicas, como respuesta a esta nueva sociedad globalizada, proponiendo como base el conocimiento y con ello el aprendizaje. Ante este escenario, la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO), la Organización para la Cooperación y el Desarrollo Económicos (OCDE), el Instituto Latinoamericano y del Caribe de Planificación Económica y Social (ILPES), la Comisión Económica para América Latina y el Caribe (CEPAL), entre otros, han considerado pertinente que los Sistemas Educativos generen estrategias que conlleven al aprendizaje de competencias especialmente en los alumnos de Educación Media Superior; siendo en este sentido importantes las Tecnologías de la Información y Comunicación (TIC) como factor fundamental en esta nueva realidad social ya que representan el alcance de la información, en donde el capital es el conocimiento.
