A Critical Review of the Interplay Between Industrial Policy, Cluster Development, and MSME Growth in Nellore District, Andhra Pradesh

Purpose: This paper presents a critical review and analytical synthesis of the relationship between large-scale industrialization efforts and the growth and resilience of the Micro, Small, and Medium Enterprises (MSME) sector in the SPSR Nellore District of Andhra Pradesh. Design/methodology/approach: By synthesizing available government reports, academic literature, and empirical data, this paper highlights a persistent gap between policy intent and ground-level execution, noting that MSMEs often struggle with land allocation issues and lack substantial value chain integration with large industries. Findings: The review addresses three key areas: mapping the industrial shift and its impact on the local economy; assessing the implementation effectiveness of government incentive schemes and institutional support (e.g., DICs and SIDBI credit facilitation); and identifying crucial bottlenecks related to infrastructure, opportunities and access to finance for Nellore’s MSMEs. Practical implications: The findings underscore the necessity for policy refinements that prioritize genuine cluster development and facilitate robust forward and backward linkages, ensuring MSME sector growth is truly inclusive of Nellore's overall industrial progress. Originality/value: Nellore has witnessed significant capital investment driven by port development, power generation, and mining. This study aims to evaluate how state-level industrial and MSME policies have been translated into localized support structures, particularly focusing on the efficacy of industrial parks and cluster development initiatives (such as those managed by APIIC).
