Productividad y tamaño óptimo de gobierno: El caso de los gobiernos estatales en México

Abstract

Este artículo estima el tamaño óptimo de gobierno para las economías de los gobiernos estatales en México, a través de una investigación sobre el papel de los servicios públicos en el proceso de producción. Se asume que los servicios están óptimamente provistos, cuando su producto marginal es igual a la unidad (Regla de Barro). Los resultados empíricos sugieren que: (1) los servicios gubernamentales son significativamente productivos; (2) están siendo sobre-suministrados en todas las entidades federativas de México y (3) el tamaño óptimo de gobierno para el estado promedio del país es 3.1 % (± 2.3%); mientras que para el estado promedio del norte y sur, es 8.3% y 2.5%, respectivamente. Finalmente, se encontró una relación negativa entre el tamaño de gobierno y la productividad de los gobiernos sureños; en tanto que en el resto de los estados, no hubo evidencia para aprobar dicha relación.Classification: JEL: H72 H77.
