Economic mechanism of environmental regulation of disturbed lands reclamation

The article considers the problem status of lands that are disturbed by mining works. The analysis of literary sources concerning the problems of restoration of technology-related disturbed lands is provided. The experience of using economic instruments of environmental policy regulation according to reproduction of disturbed lands is presented. It was established that the only one funding source of environmental protection measures is the state budget that's why the works concerning the area rehabilitation in mining regions are not carried out in full. The high cost of rehabilitation measures sharply raises the problem of their financing and the establishment of appropriate economic mechanism. On the basis of conducted researches it is concluded that the main direction of economic mechanism improvement for rehabilitation measures financing is the way of reviewing the normative standards and methodic accompaniment corresponding to environmental rehabilitation of areas, and particularly loss assessment connected with the negative influence on the environment; strengthening the role of penalties; broadening the tax base, establishment of trust funds and determination of the financial resources of their formation.
