Ecomodernization of municipal solid waste landfill: organizational and financial aspects

Towards to the implementation of the requirements of the European Directives Ukraine should carry out the large-scale activities of the ecological modernization in the waste management sphere, in particular on the disposal of municipal solid waste are: improving the sanitary condition of landfills, inventory of landfills and dumps in order to identify those to be closed, and those that it is appropriate to bring into compliance with environmental safety and European standards, construction of regional landfills and etc. The tasks are constrained by several factors, which generally make difficult the process of the ecological modernization. In particular there is a lack of reliable information that inhibit to make justify decisions, limited of financial resources which slows down the development of the relevant infrastructure, inertia of the competent authorities at the national and local levels. One of the key limiting factor of the ecological modernization is the current system of financing of municipal solid waste sphere which is characterize of the limited reserves. To improve the situation that has formed now in Ukraine the key organizational and economic drivers, which will create a financial basis of ecological modernization of municipal solid waste landfills and switch to the European principles of waste management, have been defined.
