Priorities of state support for projects development of territorial water-economic complex

A hierarchy of structure priorities of state support for projects the development of territorial water-economic complex is designed as a result of the study. The main directions realizations of proposed priorities depending on spheres of water use are determined. A task of development of each hierarchical level system of governance of water resources, which is especially important in the context of the reform of decentralization of power in Ukraine, is concretized. Is proved that the perspective and not enough exploited mechanism implementation of proposed priorities for the development water economy is a public-private partnership (PPP). Foreign experience demonstrates that it is through this mechanism can attract significant investment resources into the projects the development of territorial water-economic complexes. The cooperation on the basis of public-private partnership will solve a number of problems that arise during the implementation of infrastructure projects in sphere of water supply, particularly low level using and inappropriate use of funds allocated in the state programs the development of water economy. Evaluation of directions of improving of legislative and legal regulation of water use with the requirements of EU water protection directives in context of formation the national water policy is done. Is proved that the implementation of modern financial and economic forms and methods of regulating usage of water objects, including concessions, and their rational combination of administrative instruments will improve the effectiveness of the system of governance of water resources.
