The phenomenon of decoupling is analysed as well as the types of its manifestation in the economy. It is conducted the calculations of decoupling index for the period of 2000-2012 in Ukraine in general as well as in view of administrative units (oblasts). Based on the calculations' results, the conclusions are drawn as to the effectiveness of environmental management system and of the state of social and economic development management, it is outlined the problem solution directions as well as the perspectives of further research.
