A persistência da indexação no Brasil pós-Real

Abstract

O artigo analisa as deficiências do plano Real, combinando ciência política e economia, considerando evidências de dificuldades na implementação de um plano completo de desindexação, a saber: o conflito distributivo, as relações corporativistas entre o Estado e a sociedade e o isolamento burocrático de uma tecnocracia altamente especializada . O anúncio do plano desencadeou reações defensivas, alimentando tensões distributivas durante o período URV, forçando a equipe econômica a tomar medidas que contradissessem as diretrizes gerais seguidas. A persistência dos mecanismos de indexação indica os obstáculos resultantes na busca de uma reforma do Estado por meio de um plano de estabilização, embora este último tenha o primeiro como pré-condição.
