Abstract

A characteristic institution of contemporary capitalism, public enterprises continueto be less studied than other similar economic agents. This work has the goal of understandingif public enterprises can be a tool of economic policy and be utilized in a strategyfor economic growth. Different studies of why public enterprises came to be are discussed tothen debate the differences in managing these and private enterprises. Finally, the public enterprisesas tools for growth as discussed. JEL Classification: H11, L32, L33
