A Integração Latino-Americana na Primeira Década do Milênio

Abstract

Este artigo analisa as perspectivas da integração econômica latino-americana em três níveis inter-relacionados: multilateral, hemisférico e sub-regional. No nível multilateral, argumenta que a OMC não está preparada para regular os padrões de concorrência gerados pela revolução da informação, e isso implica um papel provisório para as instituições regionais. No nível hemisférico, mostra que a ALCA não provocará ameaças imediatas a acordos sub-regionais como Mercosul, Comunidade Andina e CARICOM. Consequentemente, o principal desafio a ser enfrentado pelos governos latino-americanos em um futuro próximo é gerenciar a interação entre políticas domésticas e seus acordos sub-regionais.
