State and development in the 90s: challenges of the institutional reform

Abstract

Up to now the claim for deep institutional reforms in the Brazilian economy didnot lead to major changes. The consensus on broad issues, such as less government interferenceand control, has proved not to be sufficient to give more impetus to these reforms overthe nineties. It is intended to summarize some basic questions, which might help to furtherappraisal of the chances to solve the conflicts of interest in due times. The divergences, inmany cases, are more a matter of time and degree than of substance. For that matter, it ispointed out that a previous agreement on some basic principles, alongside the propositionsadvanced by Italian writer Ítalo Calvino for the next millennium, will be of great help.
