Mercado de carbono no Brasil: Próximos passos

Abstract

Objetivo: discutir os próximos passos na regulamentação do Sistema Brasileiro de Comércio de Emissões de Gases de Efeito Estufa (SBCE), identificando desafios e oportunidades para sua operacionalização. Estado da arte: com a Lei nº 15.042/2024, definiu-se o marco legal do SBCE, mas os detalhes operacionais ainda dependem de regulamentação infralegal e de ampla participação técnica e social. Originalidade: o artigo analisa, de forma integrada, os próximos passos da regulamentação da lei, a partir da identificação das primeiras regulamentações necessárias para colocar o SBCE em funcionamento. Impactos: o artigo fornece subsídios sobre prioridades, processos, infraestrutura e governança para diferentes stakeholders envolvidos no processo de regulamentação do SBCE. ODS: 7 – Energia Limpa e Acessível; 12 – Consumo e Produção Sustentável; 13 – Ação Contra a Mudança Global do Clima; 15 – Vida Terrestre; 17 – Parcerias e Meios de Implementação.
