Abstract

Existem 5.569 municípios no Brasil, o que não é nada trivial, considerando que no federalismo brasileiro os governos locais são dotados de ampla autonomia garantida constitucionalmente. Conforme a Constituição Federal (CF/88), a organização político-administrativa da Federação compreende a União, os estados, o Distrito Federal e os municípios, todos autônomos entre si, conforme o artigo 1º, gerando um pacto indissociável1. O município é uma unidade integrante do sistema federativo e não está subordinado a nenhum nível superior de governo, como costuma ser a regra na maioria das federações, a exemplo dos Estados Unidos, México, Argentina e Canadá, onde municípios são criações dos estados ou das províncias.
