Abstract

As medidas de isolamento social preventivo e obrigatório (ASPO) devido à pandemia de Covid-19 na Argentina apresentaram desafios para os protestos, tradicionalmente vinculados à ocupação do espaço público. O objetivo do artigo é analisar os formatos de protesto durante o isolamento, focando os fatores que influenciaram a decisão dos atores de respeitar ou não as restrições. Nossa hipótese é que três fatores explicam por que os atores decidiram cumprir ou não o ASPO: um fator econômico, um fator institucional e um fator político. À medida que o ASPO avançava, os protestos que desrespeitaram as restrições aumentaram, impulsionados pela crise econômica, pela capacidade dos atores de canalizar suas demandas institucionalmente e pela politização dos protestos como ferramenta de oposição ao governo. Utilizamos uma base de dados quantitativa de eventos de protesto construída no âmbito do Observatório de Protesta Social (OPS).
