Abstract

A Estratégia Nacional de Governo Digital inovou em seu formato de construção, ao propor a realização de oficinas e escutas de entes federativos e da sociedade civil. Dessa forma, o Governo Federal acenou para um novo modelo de cooperação no pacto federativo. O artigo narra e analisa esse processo, concluindo que o formato escolhido aponta para a construção cooperativa de políticas nacionais, mas que precisa se apoiar em um sistema de governança colaborativo e de escuta permanente para que mantenha seu caráter democrático. Ainda, é preciso considerar a ausência do cidadão comum, afetado pela política nacional, no processo de construção.
