O federalismo cooperativo em obstrução: Fissuras intergovernamentais da pandemia

Abstract

O objetivo deste artigo é mostrar que a expectativa de uma resposta robusta e eficaz no enfrentamento dos danos sanitários e econômicos da pandemia do Covid-19, através do fortalecimento da cultura institucional do federalismo cooperativo, foi frustrada. O resultado tem sido relacionado à violação da política dos subnacionais pelo governo federal, o que tem obstruído um movimento histórico de descentralização e fortalecimento do federalismo cooperativo, bem como fomentado a litigância e impedido a construção de estratégias institucionais coordenadas e com responsabilidades compartilhadas.
