Descoordenação e desigualdades federativas no Brasil com a Covid-19: Análise da situação fiscal dos estados em 2020

Abstract

O Brasil é um país federativo marcado por desigualdades econômicas e sociais históricas, mesmo com os esforços institucionais e políticos do governo central, notadamente após a redemocratização e a Constituição de 1988. Essas desigualdades estruturais têm momentos de maior acirramento, em função de conjunturas críticas econômicas e fiscais. A pandemia da Covid-19 trouxe, desde o início de 2020, enormes desafios sanitários, sociais, econômicos e políticos para os governos estaduais, debilitados economicamente pela recessão iniciada em 2014 e pela política federal de austeridade fiscal permanente constitucionalizada por meio do teto de gastos aprovado em 2016. Este artigo busca mostrar que o enfrentamento da Covid-19 durante o exercício de 2020 foi marcado pela descoordenação federativa vertical e horizontal, levando a resultados desiguais, insuficientes e ineficientes nas políticas de socorro fiscal federal aos governos estaduais.
