Abstract

Este artigo tem como objetivo analisar formas de relações intergovernamentais no Programa de Aquisição de Alimentos (PAA) no período 2012-2019, tomando como lente teórica formulações de Wright (1998) e Pierson (1995). A análise documental, ancorada em pesquisa bibliográfica complementar, evidencia caráter multifacetado do federalismo brasileiro uma vez que, dentro do PAA, a depender da modalidade, ora há interdependência ora se conserva a autoridade da União. Embora o programa tenha avançado nos últimos anos em direção à descentralização e à municipalização, existem lacunas na coordenação federativa notadamente por falta de regularidade na execução financeira e inexistência de órgão colegiado com a representação dos entes subnacionais.
