State-Corporate Crime: por uma agenda de pesquisa no campo da Administração Pública

Abstract

Este artigo aborda o conceito de state-corporate crime com o objetivo de oferecer uma agenda de pesquisa para estimular conversações de pesquisa sobre a produção de crimes corporativos pela interação entre corporações de negócios e agências do Estado. Depois de apresentar a revisão da literatura sobre o tema, estruturamos a agenda de pesquisa para o contexto brasileiro, com base na subclassificação do state-corporate crime: crimes facilitados pelo Estado; e crimes iniciados pelo Estado. Com base na matriz sociológica de Morgan e Burrell (1979), articulamos as duas classificações com duas perspectivas (crítica e instrumental), resultando em quatro pontos focais representados nos quadrantes: regimes de permissão; regulação estatal deficiente; Estado criminoso; e Estado como polícia.
