Coalizões de governo: uma medida de concentração alternativa

Abstract

Nos últimos 30 anos, nenhum presidente do Brasil teve uma maioria de congressistas do partido pelo qual foi eleito. Para ter apoio no Legislativo, a estratégia utilizada pelos presidentes foi formar uma coalizão de governo com outros partidos. A literatura aponta que a principal moeda de troca formal é a distribuição de ministérios e que a partilha é proporcional à quantidade de congressistas de cada partido da coalizão. O pressuposto que envolve esse tema é o de que parlamentos proporcionais estariam mais satisfeitos e agiriam de modo mais regrado por causa do sentido de justiça. A principal medida utilizada para medir a distribuição das pastas é a Taxa de Coalescência. Este trabalho aponta que esse índice não tem consistência estatística e sugere uma medida de concentração alternativa: o Índice G.
