O que é um tribunal de contas? Estudo sob a perspectiva popular, em Curitiba (PR)

Abstract

O objetivo deste estudo é analisar o entendimento sobre o tribunal de contas segundo a visão dos populares da sociedade civil em Curitiba (PR). Após breve caracterização desses tribunais, apresentou-se uma perspectiva teórica que concebe a reputação organizacional como as associações mentais sobre a organização retidas pelas pessoas de fora dela. Foi realizado um levantamento com 307 participantes que responderam à questão: “Em sua opinião, o que é um tribunal de contas?”. As respostas foram analisadas por meio da técnica de análise de conteúdo e agrupadas em categorias. Os resultados indicam que os populares consideram o tribunal de contas, em ordem decrescente de frequência, como órgão fiscalizador (onde se prestam contas), gestor de recursos, analista de contas, solucionador de contas e julgador de contas. Conclui-se que o tribunal de contas é visto predominantemente como órgão fiscalizador, apesar de haver elevado nível de desconhecimento sobre suas atribuições.
