Abstract

Dados governamentais abertos (DGA) é um recurso que utiliza intensamente ferramentas da tecnologia da informação e comunicação (TIC), por meio do qual os governos buscam maior aproximação com a sociedade. Pelo uso de DGA, diversos benefícios e vantagens são esperados tanto para os governos como para a sociedade e, de forma paralela, são citadas, neste estudo, várias barreirase desafios para seu alcance. Reconhecendo a atualidade e a importância do tema 1, este trabalho teve como objetivo identificar, no ecossistema brasileiro DGA, atores, benefícios e vantagens, potenciais barreiras e fatores inibidores, e possíveis fatores facilitadores e motivadores. A partir do resultado das entrevistas, foram elencados desafios e feitas propostas e ações (específicas para cada desafio) para facilitar a conquista do objetivo, com suporte dos fatores motivadores ou facilitadores.
