Abstract

O artigo analisa a dinâmica das Conferências Nacionais de Saúde Mental com o intuito de compreender o papel da participação da sociedade civil no processo de formação de agenda do Poder Legislativo. A luz do arcabouço teórico sobre participação social e governança buscou-se analisar as conferências enquanto instituições participativas. O artigo também explorou a importância das conferências nacionais na redefinição das relações entre sociedade civil e Estado e, na formulação de diretrizes para as políticas públicas em âmbito federal.
