Abstract
O artigo tem por objetivo identificar instrumentos de participação nos portais eletrônicos de câmaras municipais. Foram investigados os portais eletrônicos de 93 câmaras municipais do Estado de Santa Catarina. No estudo empreendido, a maioria dos portais apresenta baixa capacidade em promover o processo de participação, correspondendo a 60,22% do conjunto analisado. Com 22,58% e 12,90% das ocorrências, aparecem, respectivamente, portais com média e alta capacidades. Na análise por faixas populacionais, percebeu-se que municípios com maior população não necessariamente apresentam portais dos legislativos com maiores condições de construção da participação. Em geral, não foram observados indicadores mais avançados nos portais de municípios maiores. Os casos analisados indicam que os legislativos municipais cumprem os requisitos da mo-dernidade ao implementarem os portais. Os requisitos procedimentais e tecnológicos são cumpridos, contudo não demonstram operação democrática, expressa pela participação. ABSTRACT The goal of this article is to analyze the possibilities of participation in the Municipal Legislative through electronic portals. Electronic portals of 93 municipalities of the Santa Catarina State were investigated. In the study undertaken, most portals presented low capacity to promote the participation process, representing 60.22% of the analyzed set. With 22.58% and 12.90% of cases was found, respectively, portals with medium and high capacity. In the analysis by population groups, it was found that municipalities with larger populations do not necessarily present legislative portals with better construction conditions of participation. In general, most advanced indicators were not observed in the portals of larger municipalities. The cases analyzed indicate that the Municipal Legislative meet the requirements of modernity while building and implementing portals. The procedural and technological requirements are met. However, they don't demonstrate democratic operation, as expressed by the participation. Keywords: participation; municipal legislative; electronic legislative; electronic portal; democracy.
