Os Valores e os Instrumentos de Gestão Social: Um Estudo de Casos Múltiplos com Conselhos de Direitos da Criança e do Adolescente

Abstract

Com a abertura política e o advento da Constituição Federal de 1988, a participação da sociedade civil em políticas públicas ganha importância e, assim, mecanismos e canais de participação são criados. Entre eles, os Conselhos de Direitos da Criança e do Adolescente (CMDCAs). Este artigo identifica os valores da política nacional, valores do espaço público e instrumentos de gestão social que orientam presidentes e conselheiros na tomada de decisão. A pesquisa valeu-se de um estudo de casos múltiplos com CMDCAs, apoiados pela Cemig. A metodologia compreendeu estudos iniciais, etapa exploratória, com aplicação de questionários, revisão da bibliografia e análise documental do Regimento Interno e Resoluções dos Conselhos. A teoria de valores de Schwartz foi empregada como referência na construção do questionário. Os resultados apontaram que os instrumentos de gestão social ainda são práticas a serem implementadas, que os valores do espaço público e da política nacional estão presentes no processo decisório, as percepções de importância diferem, ou seja, não são percebidos na mesma ordem de importância, sinalizando relação de conflito entre presidentes e conselheiros. Palavras-chave: conselhos; valores; gestão social; políticas públicas; território.AbstractWith the political openness and the advent of the 1988 Federal Constitution, the participation of civil society in public polities grows in importance and therefore participation means and mechanisms are built up. Among them, we find the Councils for the Rights of Children and Adolescents (CMDCA). This paper identifies the values of national policies, values of the public space and instruments of social management that guide the decision-making process of chairmen and councilors. The research relied on a multiple case study on CMDCA, supported by CEMIG. The methodology included preliminary considerations, the exploratory stage with questionnaires administration, bibliographic review and document analysis of the By-laws and the Council Resolutions. Schwartz's value inventory was used as reference in the construction of the questionnaire. Findings reported that the instruments of social management are still practices that need to be implemented, that the values of the public space and national policies are part of the decision-making process, that the perceptions of the relevance differ, that is, are not perceived in the same order of importance, indicating a relationship of conflict between chairmen and councilors.
