Abstract
Este estudo tem como objetivo analisar se duas práticas do âmbito governamental realizadas em um estado brasileiro - Minas Gerais - têm estimulado a participação social em prol do desenvolvimento turístico. São elas: o ICMS Turístico e os Conselhos Municipais de Turismo. Para tanto, optou-se por realizar a análise em 16 destinos indutores do turismo de tal estado. Como subsídio teórico, foram utilizadas referências da literatura especializada em administração pública e turismo. Trata-se de um estudo qualitativo cujos procedimentos metodológicos incluem coleta de dados primários (pesquisa documental e entrevistas semiestruturadas com 62 atores do turismo estadual e dos destinos analisados) e secundários (pesquisa bibliográfica). As análises dos dados foram efetuadas por meio da técnica de análise de conteúdo. Os resultados mostraram que as duas práticas analisadas têm estimulado a participação social em prol do desenvolvimento turístico em destinos indutores mineiros, mas apresentam algumas limitações administrativas e operacionais que necessitam ser revisadas. Palavras-chave: ICMS Turístico; Conselhos Municipais de Turismo; desenvolvimento turístico; políticas públicas; participação social.AbstractThe purpose of this study is to analyze whether two government measures carried out in a State in Brazil - Minas Gerais - have encouraged social participation in the development of tourism. These are as follows: ICMS Tourism and municipal tourism councils. In undertaking the study, we decided to conduct an analysis in 16 destinations inducers for tourism in this State. As a theoretical support, references were made to the specialized literature in public administration and tourism. This is a qualitative study and its methodological procedures include primary data collection (documentary research and semi-structured interviews with 62 stakeholders of the tourism destinations of the state that have been analyzed) and secondary data (a review of the literature). The data analysis was conducted by means of the content analysis technique. The results showed that the two practices that were analyzed have encouraged social participation for tourist destinations in Minas Gerais, but they showed signs of administrative and operational shortcomings that need to be overcome.
