Entre a “Guerra” e a “Paz”: Os Modelos de Policiamento e o Discurso Midiático Sobre Segurança Pública no Rio De Janeiro

Abstract

O presente trabalho é um esforço para a compreensão do discurso midiático quando o tema é segurança pública. Mais especificamente, a proposta é analisar como as diferentes políticas de segurança pública são veiculadas pela mídia. Tomando como base as teorias sobre os diferentes tipos de policiamento (BAYLEY, 2006; SKOLNICK; BAYLEY, 2006), situa-se a tensão entre os modelos de policiamento voltado para o confronto e o policiamento comunitário dentro da realidade brasileira. Minha hipótese é de que as intervenções estatais dentro dos territórios de pobreza estiveram (e estão) intimamente ligadas à imagem que esses territórios possuem na sociedade. São analisados dois casos: o primeiro é dedicado à análise da implantação da UPP da favela Santa Marta, localizando as notícias relacionadas e o modo pelo qual elas se apresentaram dentro do período analisado. Em seguida, os jornais do período em que o Complexo do Alemão foi alvo de diversas ações da polícia são analisados, tendo em vista o volume de reportagens, suas localizações e os seus conteúdos. Palavras-chave: segurança pública; policiamento; mídia; violência; favela.Abstract This work is an effort to comprehend the midiatic speech. The theme treated here is the public security. More specifically, the propose is to analyse how different politics of public security are propagated by the media. Using the theory about the different types of policing (BAYLEY, 2006; BAYLEY E SKOLNICK, 2006), there is the tension between the models of confrontational policing and community policing in Brazilian reality. My hypothesis is the governmental intervention in poor territories were (and are) intimately linked to the "image" that these territories have in the society. The analysis of newspapers was made in order to capture some "pictures" in his speech. The analysis of the papers is divided into two blocks. Two cases are considered: The first is dedicated to understand the implementation of the UPP in Santa Marta, localizing the related news and the way how they were presented during the analysed period. In sequence, there is an analysis of the newspapers during the period when Complexo were the center of several police actions are analysed, considering the number of reports, their location contents Keywords: public security; policing; media; violence; favela.
