Avaliação de Programas Públicos por Meio da Análise Estruturada dos Relatórios de Auditoria da Controladoria Geral da União

Abstract

Boa parte dos programas sociais no Brasil ainda se encontra em estágios iniciais de implementação e são operados em realidades sociais bastantes complexas e distintas em termos de capacidade de gestão. Nesse contexto, pesquisas de avaliação focadas no processo de implantação, por meio de abordagens mais exploratórias e semiestruturadas, apoiadas em evidências produzidas de forma regular e tempestiva, são imprescindíveis para produzir informações, de fato, relevantes e úteis para aprimoramento da ação pública. É nessa perspectiva que se propõe, neste texto, mostrar-se a potencialidade do uso dos Relatórios de Auditoria Municipal, realizados pela Controladoria Geral da União (CGU) - mediante a aplicação da Análise Estruturada de Textos - para diagnósticos do processo de implementação de programas públicos federais. Empreende-se aqui a avaliação do Programa Assistência Farmacêutica, identificando aspectos e problemas atuais de seu gerenciamento nos municípios brasileiros valendo-se de relatórios de auditorias em 114 municípios nos estados de São Paulo, Rio Grande do Sul, Maranhão e Piauí, entre 2004 e 2008. Falta de controle de estoque, medicamentos vencidos, compras fora da lista pactuada de medicamentos, falta de contratação de farmacêuticos no município, são alguns dos problemas básicos vivenciados, denotando as dificuldades de gestão nos municípios brasileiros e, por conseguinte, a baixa efetividade do gasto social no país. ABSTRACT Several social programs in Brazil are still in early stages of implementation and are operated in social reality rather complex and diverse in terms of management capacity. In this context, evaluations focused on the implementation process conducted by exploratory and semistructured approaches, relying on evidence produced on a regular and timely basis, are essential to produce information, in fact, relevant and useful for the improvement of public decision. In this perspective, this paper proposes to show the potential of information collected on the Municipal Audit Reports conducted by Controladoria Geral da União (CGU) using Content Analysis to diagnostic implementing problems on federal programs. It takes the evaluation of the Pharmaceutical Assistance Program, identifying issues and problems of its management in Brazilian cities relying on the audit reports of 114 municipalities in the states of São Paulo, Rio Grande do Sul, Maranhão and Piauí, between 2004 and 2008. Lack of inventory control, expired products, shopping outside of agreed list of medicines, lack of employment as a pharmacist in the city are some of the basic problems experienced, reflecting the difficulties of management in municipalities and, as a consequence, the low effectiveness of social spending in the country.
