Desenvolvimento Local E Participação Popular: A Experiência Do Pacto Do Novo Cariri

Abstract

Desde o início dos anos de 1990, ganha força o debate em torno dos modelos democrático-participativos de gestão do desenvolvimento e crescem as iniciativas de gestão descentralizada e partilhada de recursos, pautadas na ideia de integrar esforços entre os diversos atores da sociedade civil com o fim de gerar renda e bem-estar para as populações. Esse artigo estuda a experiência de implementação do modelo de desenvolvimento local da Região do Cariri Paraibano, no Nordeste do Brasil, dando ênfase ao município de Cabaceiras, onde a gestão municipal foi premiada pelo Programa de Gestão e Cidadania da Fundação Getulio Vargas. Para isso foram realizadas entrevistas com consultores, gestores e membros da sociedade civil, trabalhadas dentro de uma abordagem qualitativa de pesquisa. Os resultados evidenciam a viabilidade do modelo em sua capacidade de gerar renda a partir do envolvimento participativo dos atores locais na discussão e proposição das ações de desenvolvimento. Evidenciam, também, a importância do Estado não apenas como promotor, mas como condutor do processo e articulador do consenso necessário ao partilhamento dos recursos e compromissos. ABSTRACT Since the beginning of the 1990’s the debate on the democratic-participatory models of development gains force and it has been growing the decentralized and shared public management initiatives funded in the idea of integrating efforts among the various actors of civil society in order to generate income and welfare for the local people. This paper analyzes the local development model experienced by Cariri Region at Paraíba State, in Norwest of Brazil, emphasizing the case of Cabaceiras city, that has been awarded by the Fundação Getulio Vargas’ Management and Citizenship Program. For that we applied interviews with consultants, managers and members of civil society within a qualitative approach. The results highlight the feasibility of the model in its ability to generate income from the participatory involvement of local community in the discussion and proposal of development actions. They also emphasize the importance of the State not only as promoter but as the driver of the process and the main actor able of articulating the necessary consensus to share resources and commitments.
