Abstract

Este artigo apresenta uma análise crítica do processo de negociação política para a elaboração e implantação do plano diretor da cidade de Santo André. A partir da analise de documentos e de entrevistas buscou-se identificar como se deu à incorporação dos mais diversos atores sociais nos debates públicos e nos momentos decisórios, bem como as estratégias de obtenção de consensos e como se superou os dissensos não resolvidos.
