Ekonometrik Modellerle Turkiye Icin 2006 Yili Gini Katsayisi Tahmini

Abstract

Gelir dagilimi, bir ulkede milli gelirin kisiler ya da uretim faktorleri arasindaki dagilimidir. Gelir dagilimi esitsizligi derecesinin, zamana ve ulkelere (bolgelere) gore evrensel olarak karsilastirilabilmesini saglamak amaciyla Gini katsayisi kullanilmaktadir. Bu calismada amac 2006 yili Turkiye Gini katsayisini tahmin etmektir. Ancak, Turkiye’de gecmis yillara iliskin yeterli Gini katsayisi hesaplamalari duzenli olarak yapilmadigindan, oncelikle belirli bir periyod icin Turkiye’nin Gini katsayilarinin tahmin edilmesi gerekmistir. Bu amacla, dunyada en cok Gini katsayisi hesaplamasi yapilan yillar belirlenmis ve 1992, 1996 ve 2000 yillari alinmistir. Elde edilen verilerle, gelir esitsizligini aciklayabilmek icin genel bir model bulunmaya calisilmistir. Modelin tum ulkeler ve ozellikle Turkiye acisindan yeterli ve iyi bir tahmin edici olmasi gerekmektedir. Bu cercevede uretilen modellerle Turkiye icin 1980-2004 yillari arasi Gini katsayilari tahmin edilmis ve modellerin Turkiye acisindan hatalari incelenerek en az hata yapan model ile TUIK tarafindan henuz aciklanmamis olan 2006 Turkiye Gini Katsayisi tahmin edilmistir. Buna ek olarak, elde edilen katsayi degeri, bir zaman serisi yontemi olan ustel duzlestirme yontemiyle tahmin edilerek regresyon modeliyle bulunan sonuc ile birlikte yorumlanmistir.
