Gelismekte Olan Ulkelerin Cikmazi: Beseri Sermaye Yoksullugu

Abstract

Gunumuz dunyasinda emek ve emege bagli olarak ortaya cikan beseri sermaye, sermaye birikimi ve teknolojik yenilik ekonomik buyumenin belirleyicileri olarak ulke ekonomilerinin ozellikle uzerinde durdugu konular haline gelmistir. Beseri sermaye, emegin sahip oldugu nitelikleri ifade etmekle birlikte egitim ve saglik olmak uzere iki temel bilesen tarafindan belirlenmektedir. Beseri sermayenin yeterli etkinlikte ve nitelikte olmasi ulkenin sahip oldugu mali ve fiziki kaynaklarin dogru ve etkin bir bicimde kullanilmasina imkan verecek, ulke ekonomisinin surdurulebilir bir bicimde buyumesini ve kalkinmasini saglayacaktir. Gelismekte olan ulkeler, egitim ve saglik icin yeterli kaynaklarin tahsis edilememesi sonucunda yeterli beseri sermaye birikimini saglayamamakta ve bir kisir dongu icine girmektedir. Calismanin amaci bu donguyu ele alarak beseri sermaye faktorunun gelismekte olan ulkeler icin onemini vurgulamak ve yeterli duzeyde beseri sermaye birikimi saglayamayan ulkelerin azgelismislikten kurtulmalarinin onundeki engelleri ele almaktir.
