Dogu Asya Mucizesi'nin Dunu ve Krizin Bu Gunu Turkiye Icin Bazi Cikarimlar

Abstract

Dogu Asya bolgesel kalkinmasinin bir efsane biciminde uluslararasi siyasal ekonomi platformunda kendisini kanitlamasiyla birlikte bu bolgeye yonelik calismalar 1980'li ve 1990'liyillarda yogun bir bicimde surmus bulunmaktadir. Kendine ozgun ve farkli kalkinma parametreleri tasidigi kabul edilen bu modelin incelenmesi, gelismekte olan ulkeler icin oldugu kadar Turkiye acisindan da onemi tartisilmaz bir gercektir. Dogu Asya "mucizesi" nin gerceklestigi bolge ulkelerinde ortak sayilabilen payda degerler yer almaktadir; calismada bunlar kisaca sergilenerek onemli bazi noktalarin alti cizilmektedir. Temmuz 1997 yilinda Tayland'ta baslayarak bolgeyi sarmalayan kriz, bu "efsanenin" yapay bir olgu ve olusum oldugu konusunda kusku ve degerlendirmeleri de beraberinde getirmistir. Calisma'da, “Dogu AsyaKrizi" nin cikis nedenleri ve niteligi uzerinde durduktan sonra, Turkiye acisindan onemsenmesi gerekli bazi gozlemlere ve saptamalara gidilmis bulunmaktadir. Finansal krizden bolge ulkelerinden cogunun agir bir fatura odeyerek cikmalarina ragmen, soz konusu ulkelerin ekonomilerini, finansal dis kaynaklarla desteklenmiste olsa, duze cikarma yonunde pozitif caba gostermeleri ve izleyen yillarda ekonomide istikrar ve olumlu sonuclan alma asamasina gelmeleri, “mucize”nin hic de yabana atilir olmadiginin da kanitini ortaya sermektedir.
