Abstract

Devlet ile sivil toplum arasindaki bagi kuran temsiliyet olgusunun temeli katilimdir. Katilimi yayginlastiracak araclar ise sivil toplum kuruluslardir. Siyasetin yurttaslararasl uzlasmaci, ozgurlukcu, katilimci bir surec haline donusmesi icin, demokratik sivil toplumun varligi vazgecilmez bir onkosuldur. Turkiye'de devlet ile sivil toplum arasindaki iliski ustten belirlenen bir iliski niteligindedir. Devlet elitlerinin yuklendigi toplum muhendisligi misyonunun dogal olarak urettigi hegemonik cerceve bagimli bir toplumsal-siyasal yapiyi ortaya cikarmaktadir.Turkiye'de devlet-sivil toplum iliskisinin niteligi uzerine odaklanan bu makalenin uc ana temasi vardir. ilk bolumde, demokratiklesme sureci acisindan devlet-sivil toplum iliskisinin belirleyici niteligine deginilecektir. Ayrica demokratik sivil toplumun islevlerine iliskin kuramsal tartismalara da yer verecegiz. Ikinci olarak, devlet ve sivil toplum arasindaki iliskisel surecin isleyisinden kaynaklanan sorunlar ve bu sorunlarin demokratiklesme uzerindeki etkileri ortaya konulacaktir. Ucuncu olarak, sivil toplum kuruluslarinin orgutsel-kurumsal sorunlarini ile demokrasi potansiyellerini ortaya koymak uzere Izmir'de yapilmis alan arastirmasinin bulgulari degerlendirilecektir.
