Abstract
Gunumuzde bilisim teknolojilerindeki basdondurucu gelismeler ve kuresellesmenin de etkisiyle ekonomik anlamda ulkeler arasindaki sinirlar ortadan kalkmis, onceleri daha dar bir cografi alanda yasanan rekabet dunya geneline yayilarak gelismis ve gelismekte olan tum ulke ve bolgeleri dogrudan etkiler hale gelmistir. Bu surecte; benzer ozelliklere, cografyaya ve cikarlara sahip ulkeler guclerini birlestirerek daha guclu rekabet ortami yaratma cabasina girismislerdir. Kuskusuz etkin ekonomik isbirligi, dagilma sonrasi donemde hizla ekonomik kalkinmalarini saglama cabasinda olan Orta Asya Turk Cumhuriyetleri icin de gecerlidir. Ekonomik isbirliginin ulkelerin karsilikli ekonomik cikarlarini arttiracak sekilde gerceklestirilebilmesinde, ulke ekonomilerinin uretim yapilarinin karsilastirmali olarak incelenmesi ve aradaki iliskilerin buradan elde edilen sonuclara gore planlanmasi son derece onemlidir. Calismamizda boyle bir dusunceyle, Turkiye ve Kazakistan ekonomilerinin uretim yapilarinin karsilikli incelenmesi amaclanmaktadir. Her iki ulke uretim yapilarindaki benzerlik ve farkliliklarin karsilastirmali incelenmesi girdi-cikti analizi yaklasimiyla yapilmaktadir. Calismada, her iki ulkede Istatistik Kurumu tarafindan hazirlanan birbirine uygun, yakin tarihli Girdi-Cikti Sonuc tablolari kullanilarak, ileri-geri baglanti etkileri ve kilit sektorlerin karsilastirilmasi, aragirdi kullanimlarinda etkenlik ve uretim tekniklerindeki benzerliklerin arastirilmasi yoluyla dis ticaret ve uretim yapilarinin karsilastirilmasi yapilacaktir. Elde edilen sonuclar iki ulkenin ekonomik iliskilerinin daha da gelistirilebilmesi bakimindan degerlendirilerek taraflara oneriler getirilmeye calisilacaktir.
