Improving the system of financing social services in amalgamated territorial communities

Abstract

The article reveals the essence and economic content of the "social order" category as a means of regulating the financial activity of social services in amalgamated territorial communities (ATCs). The advantages and disadvantages of the program-target method of financing social services in ATCs are considered for the possibility of its further application in budget planning practice. One of the effective tools used by ATCs in providing social services — the social order — is analyzed, and recommendations are proposed to enhance the effective use of state funds by non-governmental organizations when providing social services to citizens in difficult life circumstances. The study finds that the social order system can contribute to the development of entrepreneurial activity in regions, expanding employment and stimulating civil society development. It is determined that providing social orders on a competitive basis requires ensuring absolute equality among state, communal, private, and public service providers through the autonomization of municipal institutions.
